Dr. Hal Cooper Jr. is presently a member of the Seattle Freight Advisory Board for the City of Seattle. Dr. Cooper was integrally involved in a major technical and economic feasibility study of the proposed Alaska Canada Railway Project and the Bering Strait Railroad Tunnel connection between Asia and North America, and has also done a large number of feasibility and operational studies of railroad operations in North America as well as in Russia, China, and Europe, plus the Middle East, Africa and South America.
Hal Cooper has a Bachelor of Science degree in Chemical Engineering from the University of California at Berkeley as well as a Master of Science degree in Civil Engineering and a Doctor of Philosophy degree in Civil Engineering from the University of Washington in Seattle. He was an Assistant Professor of Civil Engineering at Texas A& M University in College Station as well as an Associate Professor of Civil Engineering at the University of Texas at Austin where he taught courses and did research on environmental and energy and transportation issues for 10 years.
